He's saying, in effect: "What do you care about all this?" It's clear that he wants to ridicule us for keeping all the detailed laws of Passover, and is not really looking for an answer. And that is the reason why we don't actually answer him, but, instead, reaffirm to the rest of the family why we keep Passover each year. The Simple Son's question seems similar to the Wicked Son's, yet the tone is different. He is asking out of genuine interest and wants to understand more about the meaning behind the symbols he sees. In fact, the answer he receives is similar to the Wise Son's, because, if he continues to inquire and learn about why we keep our traditions, he will one day acquire wisdom. The Son Who Doesn't know How To Ask doesn't even know enough to ask a question and must be encouraged to ask by his parents in a gentle manner. In a way, he is similar to the Wicked Son, because, by not even taking enough interest to investigate his traditions, he shows that he is tuned out and will end up cutting himself off from the Jewish people, just like the Wicked Son.
